No, you need to pre-order MOH to get the beta access. Having BC2 has nothing to do with getting beta access other than being able to play it earlier. In simpler version, it means ONLY those who pre-order MOH will be able to play the beta. And those who pre-ordered it and have Bad company 2 VIP access will be able to play it sooner. Or not. I never pre-ordered Battlefield Bad Company 2 and was still able to play the beta, I just have an account with the EA games Battlefield website so maybe if you sign up there or on the Medal of Honor page you will also get a free email invite to the beta when it comes out.
